Missing data on variables often plagues political research. The standard method for handling missing data is to exclude all cases that lack data on every variable. Called "listwise exclusion," this is the default option in SPSS. Unfortunately, it can result in losing many cases.

Both of the other options come with some baggage too. You'll need to read up before choosing either.

I suggest asking SPSS to sort by size in displaying the factor coefficients, and perhaps to suppress small values, although it's not selected here.
